Cronograma de ações – PGR

O planejamento em saúde e segurança do trabalho é a melhor forma de garantir a proteção dos colaboradores da empresa, ajudando na prevenção dos riscos. Sabendo disso, o cronograma de ações é uma ferramenta primordial para auxiliar a organização mitigar situações que estão em desacordo com as Normas Regulamentadoras, evitando infrações pelos órgãos fiscalizadores e o mais importante, acidentes ou doenças ocupacionais.

Como o cronograma de ações é elaborado para a minha empresa?

Quando a empresa recebe a visita do Técnico em Segurança do Trabalho ou Engenheiro de Segurança para a elaboração do PGR, o profissional faz o levantamento do que está pendente e/ou em desacordo com as Normas Regulamentadoras e planeja a execução por meio de um cronograma para facilitar a visualização e cumprimento por parte da organização. O PGR é o documento que concretiza o Gerenciamento de Riscos Ocupacionais, estabelecido pela nova NR-1 que entrou em vigor recentemente. Para compor o PGR, são exigidos dois documentos base: Inventário de Riscos e Plano de Ação.

O PGR veio para substituir o PPRA, englobando ações mais objetivas na gestão de riscos dentro das empresas. As características do inventário de riscos são mais voltadas ao auditor fiscal, pois é nele que estão os detalhamentos de todos os riscos. Em contrapartida, o plano de ação acaba sendo mais voltado à empresa, já que possui características orçamentárias, com prazos e acompanhamentos de processos.

No inventário de riscos deve estar presente todos os tipos de riscos, para que no plano de ação eles sejam devidamente controlados.

Sobre o Plano de Ação, a NR-1 (Portaria SEPRT n.º 6.730) estabelece:

“1.5.5.2.1 A organização deve elaborar plano de ação, indicando as medidas de prevenção a serem introduzidas, aprimoradas ou mantidas, conforme o subitem 1.5.4.4.5.”

“1.5.5.2.2 Para as medidas de prevenção deve ser definido cronograma, formas de acompanhamento e aferição de resultados.”

“1.5.4.4.2 Para cada risco deve ser indicado o nível de risco ocupacional, determinado pela combinação da severidade das possíveis lesões ou agravos à saúde com a probabilidade ou chance de sua ocorrência.”

“1.5.4.4.5 Após a avaliação, os riscos ocupacionais devem ser classificados, observado o subitem 1.5.4.4.2, para fins de identificar a necessidade de adoção de medidas de prevenção e elaboração do plano de ação.”

O plano de ação basicamente é um documento que mostra em detalhes como será feito o controle dos riscos presentes no inventário, através de um cronograma. Como se trata de um plano, o formato de desenvolvimento se encaixa no ciclo PDCA , que é uma maneira de se planejar e cumprir ações, passo a passo.

Quais ações vão entrar no cronograma da minha empresa?

Depende. Não há resposta exata para essa questão, uma vez que depende de muitas variáveis, como: segmento da empresa, porte da organização, processo produtivo, quantidade de funcionários, instalações, entre outros.
